Description:
Abstract: Merge of: - BLM Wilderness (GSSP, Ilana Cohen) - FS Wilderness (USFS, Tim Love) - NPS Wilderness (PAD-US) - FWS Wilderness (PAD-US)
Purpose: This dataset was created for the GRSG Baseline Environmental Report analysis. It is a merge of BLM Wilderness (from Ilana R. Cohen on 6/15/12), Forest Service Wilderness (from Tim Love on 4/20/12), and PADUS v 1.2 NPS and FWS Wilderness areas (Clipped to the GRSG study area only). Owner attributes have been retained.
Supplemental Information: Pacific Islands update: GAP obtained best available data from the Pacific Biodiversity Information Forum (Rhyn Davies, USGS) identified as PBIF.gdb current as of December 2010. In consultation with R. Davies, GAP reprojected and translated Micronesia_PA into the PADUS schema, with joined information from the PA_Table, following Standards (see GAP Website). GAP assigned GAP Status Codes and transferred previously assigned IUCN Categories. Parcel names were updated and the file loaded into PADUS. Bureau of Land Management (BLM) National Landscape Conservation System (NLCS) update: GAP obtained best available, authoritative NLCS data from the BLM Division of Lands, Realty and Cadastral Survey (Leonard Gore) as: NLCS_Units_11_2009.mdb in August 2010. The NLCS Units managed in seperate polygon feature classes were translated into a single PADUS feature class following Standards (See GAP Website). With consultation from the Wild and Scenic River Specialist (Joe Ashor) and NLCS Division Chief (Jeff Jarvis), Historic Trails and Wild and Scenic River updates were not incorporated into PADUS v1.2. NLCS currently manages Trails and WSR as Line files that do not meet PADUS requirements. As PADUS contains many polygon WSR and Trail corridors that reflect boundaries reported to congress, these areas were not replaced with lines but were attributed to the NLCS. As many BLM NLCS designations overlap, GAP reviewed topology overlap errors and updated designations into one another so that areas of higher biodiversity protection remain as the Primary Designation Type and Name. The Secondary Designation Type and Name fields describe the overlapping designation of lower biodiveristy conservation value. Duplicated records in NLCS data were not incorporated into PADUS. In some cases, NLCS units of lower biodiversity conservation value overlapped BLM Areas of Critical Environmental Concern (ACEC) in PADUS. The NLCS Units were not updated and the ACEC's remain. Wilderness Study Area names and conservation measures from PADUS version 1.1 were transferred to the NLCS update file before loading into PADUS version 1.2 and BLM base ownership. Categorical GAP Status Code and IUCN Categories were assigned to new NLCS areas following PADUS Standards (see GAP Website). Review comments are welcome, contact the GAP Stewardship Coordinator. Department of Defense (DOD) Update: GAP obtained best available DOD Lands data from DOD Partners in Flight (Dana Bradshaw and Chris Eberly) identified as "DOD_lands_2008.shp" in July 2010. GAP reprojected and translated these data into the PADUS schema following Standards. In September 2010, GAP was able to digitize several Navy protected areas in Washington with the assistance of George Hart. GAP added these records to the DOD update file. GAP received an updates to the DOD Lands file current as of November 2010. In consultation with Dana Bradshaw, GAP was able to add new records from DOD_NEW_Lands.shp and delete records from DOD_Lands_2008 no longer managed by DOD. As the DOD Lands data reflects base ownership only, GAP selected areas from PADUS version 1.1 where "Owner Name = DOD and GAP Status Code = 1-3 (e.g. Wildlife Area, Mitigation Land) and merged those areas into the DOD Lands update file. This compilation was reviewed for 'must not overlap' topolgy errors. GAP deleted duplicated records and combined DOD designated areas (using the Primary and Secondary Designation Type and Name fields). Sliver errors remain. GAP removed DOD Lands from PADUS by Owner Name = DOD and loaded the DOD Lands file with addition Navy protected areas and GAP 1-3 areas from PADUS v1.1. In several cases, DOD data overlap that of another federal or state land management agency. When resources allow, GAP Strives to determine attribute the Owner Name and Manager Name fields in PADUS correctly and remove these overlaps that create inaccurate protected area statistics. However, without authoritative information or guidance, these overlaps remain as provided by the data sources. Review comments are welcome, contact the GAP Stewardship Coordinator. Omnibus Public Lands Act of 2009 Wilderness Area Update: Lisa Edison provided GAP with best available and authoritative Wilderness Area updates in November 2010. In consideration of the BLM and NPS udpates being incorporated into PADUS version 1.2, GAP opted to reproject and translate only new wilderness areas not currently in the PADUS, BLM NLCS or NPS update files. Several Wilderness Areas crossed state lines and needed to be clipped in order for the PADUS Core Attribute "State Name" to be assigned. US Virgin Islands Update: GAP obtained best available USVI protected areas from the USFS International Institute of Tropical Forestry (Mariano Solorzano) current as of their November 2010 review. GAP reprojected and translated USVI data following Standards (see GAP website) and assigned IUCN Categories based upon previously assigned GAP Status Codes. Review comments are welcome. Washington Department of Fish and Wildlife (WDFW) update: GAP incorporated best available WDFW protected areas from WA_NWGAP_WDFW.mdb from Marc McCalmon. WDFW collaborated with GAP to assign GAP Status Codes to WDFW protected areas current as of January 2011. GAP reviewed overlaps between the WDFW update and PADUS and noted a few conflicts with WA DNR data. As the WDFW update reflects current transactions and the WA DNR update was in 2009, GAP loaded the WDFW update in directly. Review comments are welcome, contact the GAP Stewardship Coordinator. GAP revised Owner Type, Owner Name, Primary Designation Type, State Name and GAP Code Source following updated PADUS Standards. National Park Service Update: Data exported from PAD-US version 1.1 by "Owner Name = NPS" summarized by "Primary Designation Name" and distributed to NPS Networks for Category (Fee or Easement) and GAP Status Code review, coordinated by Bill Monahan (NPS Inventory and Monitoring) during the Fall 2010 in collaboration with GAP. GAP obtained best available ownership data from NPS Land Resources Division (Roger Johnson). At the time, Lands had reviewed about 275 units and created tract level ownership data within the previously defined administrative (a.ka. legacy or proclomation) boundaries approved by congress. To aggreagate best available data without major topolgy overlap errors, GAP merged nps_tracts.shp with units from nps_boundary.pdf Lands had not yet revised to tracts. Both were reprojected and translated into the PADUS schema following Standards (see GAP Website). With consent from the NPS Wilderness Stewardship Division (Ashley Adams), GAP incorporated nationally compiled NPS Wilderness Area data from Wilderness.net (Lisa Edison). GAP updated the combined nps_tracts_boundaries file with wilderness areas to avoid overlapping polygons and inflating protected area statistics. The Primary Designation Type and Name PADUS attributes describe the Wilderness Areas, while the Secondary Designation Type and Name fields describe the original designation present in NPS Lands files (e.g. National Park) where Wilderness Areas overlap. GAP joined updated Lands data with the PADUS v1.1 NPScape review by the Primary Local Name field to transfer conservation measures. New protected areas were assigned categorical GAP Status Codes (see GAP Code Source = GAP - Default) and IUCN Categories. GAP incorporated a few protected areas in PAD-US version 1.1 reviewed by NPScape that are not in Lands data. Review comments are welcome. Where nps_tracts data was unavailable (i.e. GIS Source = nps_boundaries) GAP updated overlapping protected areas from PAD-US version 1.1 into legacy admin boundaries (e.g. state wildlife management areas) assuming land ownership in PADUS is accurate. Otherwise, nps_tracts data updated PAD-US after clipping polygons that crossed state lines to a state boundary file.
